Permit totals show that projects cleared a major regulatory step, and incentive programs can increase feasibility by allowing more homes or reducing time and cost. They do not show how many units are already occupied.
The milestone indicated a substantial pipeline. Construction starts, completions and the depth and duration of affordability would provide the fuller measure of housing delivered.
