The San Diego City Council adopted Blueprint SD, amending the General Plan to direct more future homes and jobs toward areas served by transit.
The framework updated the city's growth assumptions and the way it evaluates community-plan changes. It also connected land-use decisions with climate goals, parks, public facilities and transportation investment.
Supporters described the change as a way to make housing and daily trips more sustainable. Its real effects would emerge over years as individual neighborhood plans and development proposals moved forward.
