San Diego began updating the College Area Community Plan for the first time in more than 30 years.
Community plans guide housing capacity, commercial areas, transportation and public facilities. Around San Diego State University, those choices intersect with student housing, regional transit and established residential streets.
The update created a forum for competing priorities rather than a predetermined outcome. Adoption would come only after technical study, public engagement and formal review.
