San Diego began a Park Boulevard project combining road repair with transit improvements on an important north-south corridor.
Coordinating pavement and mobility work can reduce repeated disruption and let the street serve buses, drivers, cyclists and pedestrians more deliberately after construction.
The project also demonstrated a shift in how road work is evaluated. A smoother surface remained important, but travel time, safety and access across modes became part of the same capital decision.
