San Diego signed an updated Climate Action Plan into law with a goal of reaching net-zero greenhouse gas emissions by 2035.
The plan organized the work around cleaner transportation, building electrification, renewable energy, waste reduction and natural climate solutions. It also placed greater emphasis on measurable implementation and benefits for communities carrying heavier environmental burdens.
The target was ambitious by design: the city moved its net-zero horizon ahead of California's statewide 2045 goal and made the next decade central to whether its promises could be met.
