San Diego released a comprehensive Speed Management Plan intended to focus traffic-safety work on streets where vehicle speed creates the greatest danger.
The strategy paired data analysis with tools such as redesigned lanes, traffic calming, signal changes and speed-limit reviews. City transportation staff described it as a framework for coordinating work across thousands of centerline miles.
Speed is a decisive factor in whether a crash becomes fatal. The plan's test would come through funded projects and measurable reductions in severe injuries, not the publication of the document alone.
