Condition surveys score road segments using consistent methods so limited maintenance money can be directed by need and treatment type. Timely preventive work can also cost less than rebuilding a failed street.
The assessment made the scale and location of deterioration more transparent. Funding choices and completed lane miles would determine whether the next survey showed actual improvement.
