The San Diego City Council unanimously approved De Anza Natural, setting a long-term land-use framework for northeast Mission Bay.
The plan balanced expanded wetland habitat with recreation, camping and public access. Approval defined the intended arrangement but did not itself fund or construct every element.
Implementation would unfold in phases and through additional environmental and design work. The central test was whether restoration and recreation promised on the same map could both be delivered.
