San Diego sought an emergency permit for protective work along the La Jolla shoreline, where close contact between large crowds and marine wildlife had created recurring management concerns.
The permit process placed immediate visitor safety and animal protection within the rules that govern construction and access in California's coastal zone. It also required the city to explain why the work could not wait for an ordinary review schedule.
